Perseus Encyclopedia:

W. W. How, J. Wells, A Commentary on Herodotos: The Sagartians (Persian nomads in i. 125) and the Utians (cf. B. I. iii. 40, Yautiya, ‘a district of Persia’) seem to have been connected with the ruling race, but may have been made tributaries for not having assisted Cyrus in his attack on the Medes.

The Sagartians are described (viii. 85) as horsemen armed with lassoes.
